Shutter speed can freeze motion in pictures, or it can create a blurred affect. having a faster shutter speed captures motion into 1 small frame that makes the 1 subject clear and the background blurred. It shows the viewer an affect that motion is happening, but it was captured. one way to help with this affect is panning. panning is when you follow a subject moving with your camera, and capture shots with a fast shutter speed to freeze the motion. for example if you want to capture someone running (or sports pictures), you can start following their motion with your camera while focusing it on the subject, and snap the picture when they are close to you and then you can follow through with the image. this results in the subject being focused and the background blurred. A photographer should use a short shutter speed when they want to capture motion, and a longer shutter speed if they want a blurred affect, for example, a water fall being blurred.
