When taking a picture one of the things that you can adjust is the shutter speed. If you set a lower shutter speed then the shutter lets more light in and creates a blur of motion. A faster shutter speed will freeze motion and let less light in.
Rotating your camera to follow the subject is called panning. Panning creates a sharp subject and a blurred background. This will isolate a moving subject and give a sense of speed and motion.
This picture was taken using the panning technique.

A photographer should use a slower shutter speed when they want a motion blur to create a feel of motion or speed. Exsamples of this could include bike wheels or traffic trails etc. The picture below is an exsample of a slow shutter speed. You can see his leg is blurred because of his motion.

Faster shutter speeds freeze motion. A photographer should use a faster shutter speed to take pictures that they want less motion in. This photo was taken with a fast shutter speed and you can see that the water is frozen mid air.

The picture below is my favorite from the section using shutter speed. I used the panning method to create a sense of motion with the blurred background and his clear face. I like this picture because it demonstrated the panning method well.
