Shutter speed can either freeze or blur motion. Panning is a technique when the subject is moving and in focus and the background is motion blurred. A short shutter speed is used when trying to freeze motion like in a sports game. A long shutter speed is used when trying to make the movement more blurry.<\/p>\n\n\n\n

These pictures have a long shutter speed, so it made the movement blurry. In both pictures, you can see that the ball is blurry because it was moving when the picture was taken.<\/p>\n\n\n\n
